If they decide to not take the effort to learn how to implement a solution, that's at least majority their fault.This is, of course, assuming that it will be like all things Microsoft-related: Microsoft does something people hate, users design self-made solutions to fix the shortcomings of Microsoft's decision-making, and then everyone interested in getting passed Microsoft's bullshit will download and implement the fix. Yes me too, and that's why I will continue to use Win10Pro. This hasn't changed. The announcement of Win10S is not removing my ability to use win10Pro.
However, this announcement is now allowing me to buy a laptop for my mom that is pretty much guaranteed to never have spyware, never slowdown, always have optimal battery management, etc. It's allowing school/enterprise IT administrators to have a machines that will run as good 5 years down the line as they did when they were first bought, while still fulfilling the functions those administrators want them to fulfill.
